CIVIL WAR ERA1863 \"GEORGE WASHINGTON 3 CENT, REDESIGNED STAMP, POSTMARKED: --- 1863, WASHINGTON, D.C.\" ADDRESSED TO: \"Lucy C. Alsop, Care of Chas. C. Alsop, Middletown, Ct.\"HISTORICCOVER: For sale a historiccover that was postmarked during the civil war at Washington, D.C.in 1863,has normalaging, no contents.A contemporary description of Washington, D.C. by George Templeton Strongled him to declare, \" Of all the detestable places Washington is first. Crowd, heat, bad quarters, bad fair [fare], bad smells, mosquitos, and a plague of flies transcending everything within my experience... Beelzebub surely reigns here, and Willard\'s Hotel is his temple\". This city was a priority objective for the Confederate forces. However,Lincoln ordered troops from the state militias for defense of the capital and the city\'s defensive fortifications were dramatically expanded which madethe city one of the most heavily-defended locations in the world, and almost unassailable by nearly any number of men.The significant expansion of the federal government to administer the ever-expanding war effort– and its legacies, such as veterans\' pensions– led to notable growth in the city\'s population, especially in 1862 and 1863 when the military forces and the supporting infrastructure dramatically expanded from early war days. This cover was probably from one of the many soldiers from the Northeast that volunteered or were conscripted to defend \"The Union\".

The cover features the newly redesigned 3c Washington stamp, all U.S. stamps issued prior to 1862 were declared \"worthless\" due to the fact that stamps were considered currency. This was done to thwart the Confederate States of America from exchanging stamps in secessionist post offices for U.S.coin currency. In fact this was the only time in U.S.history that stamps were demonetarized becauseuntil 1963stamps could be exchanged for currency. A legacy from the Civil War that lasted until 1963. In factold mail order catalogs like SEARS, etc. would accept stamps for payment since checking accounts werenot available to all Americans. Also, fractional purchases for an item that cost 25c or 50c could more easily be paid for with postage stamps ratherthan mailing coins. Even now older stamps still can be exchanged but only for new stamps. This historic Civil Warerapostal relicwould look handsome in a museum style frame or Riker Box with other items of the era.
