A rare volume nearly a hundred and fifty-five years old, printed at theheight of the Civil War, giving a graphic picture of the complex webof diplomatic machinations taking place between the beleagueredgovernment of the USA and the rest of the world during the AmericanCivil War. The book is large 8vo size (over 9” by 6” by 2”thick), in the original dark green/black pebbled buckram hardcoverU.S. Govt .Bindery binding, generally vgc, gilt spine lettering stilljust legible, binding strong and tight, hinges good, extremely cleanand bright internally, complete and generally very good condition.


The book ispaginated xxiv Contents; then 15 pages of Lincoln’s Message andfamous Proclamation; then 706 pages of reports andcorrespondence, then a Supplement of CXXXIX pages. It contains theUnited States diplomatic correspondence with Great Britain for theperiod October 1862 to November 1863, with the topics listed. As theAmerican Civil War was still raging, a great deal of the materialfrom Secretary of State Wm. Seward discusses the concerns of theUnited States about the fraught and ambiguous relationship of thesecountries with the Confederate fleet and Rebel war ships. There arealso official decrees and proclamations, reports of attacks on ships,and much more fascinating official material.
