The series was developed for release by Warner Brosand Steven Spielberg.
The characters were created by Tom Ruegger. The particular artist who created these sketches is not known. As is often the case with such early concept work, the pieces were meant to be simple rough sketches that were then thrown into the trash. Fortunately, these brilliant bursts of creativity were preserved in a file folder until today. They were preserved in 1995 as part of the collection of aformer Walt Disney animator, background, layout, and story artist who later worked on this Warner Bros. series as well.
Introduced to television in 1993 as part of the Animaniacs series; the characters would have their own show from 1995 - 1998.
