Some sources indicate that this coin was \"not issued for any particular event or anniversary.\" However, if you\'ve been to Washington DC and have visited the Franklin D. Roosevelt Memorial, you may have learned that the memorial opened in 1997, same year as this coin was issued -- and this coin essentially commemorates not only FDR but the completion (after many, many years of planning and construction) of the FDR memorial in Washington DC (located on the banks of the Tidal Basin, just West of the Jefferson Memorial). It was a one-coin commemorative program, with the only variation being in the finish offered. There were both proof and uncirculated versions offered for sale by the US Mint. As with all of the $5 gold commemoratives, the coin was issued according to the standards for the US $5 \"half eagle,\" i.e., 21.6 mm diameter, 90% gold, 8.3590 g (with .2420 oz. of pure gold content).
