It is a historical document through which the President of the United States of America makes an official appointment, a Commission.
The Commissions, technically known as Commissioning Parchments, were official documents issued by the President of the United States for official investiture. In this case, the recipient of the document is the famous William H. Mc Allister who comes to be named as Additional Paymaster Signed and dated in the city of Washington, (capital of the United States of America), dated February 26, 1863.
It is made by a steel matrix, but with an autograph signature of Abraham Lincoln himself.
