Antique German Composition Snow Baby Snowman, Felt Hat, Nib For Sale

Please understand that this snow baby snowman is not bisque. I see pieces like this advertised as bisque frequently. They are a plaster-type composition with a fine glitter snow on them. This one is quite unusual because of his moss green felt hat! His facial features are painted on, but his nose and ears are slightly raised and his eyes are set back in his head.
He stands just a tiny bit under 3".

The skis on this example are original and faintly stamped Germany on the bottom on one. They have been repeatedly bent, and the buyer may want to try to flatten and stiffen them in some way. The figure itself and the hat are in great condition -- although I don't know if the red on the back seam of the hat is original. Can anyone help me here?
