Antique Green Blown Wine Decanter Bottle with Seal & Polished Pontil French?:

This item is a dark green wine or spirit blown glass decanter bottle with a glass seal and a polished pontil. The decanter is in good condition, with no chips or cracks. It does have normal overall wear as well as some small dings and lines on the seal and a scratch and small ding on the top inside of the open neck, as shown in the pictures. I do not know the origin of this bottle, possibly France? Nor can I identify the seal. If anyone has any information, I would appreciate it. I have not seen any others like this in my search for information so I can only assume that it is rare or hard to find.
