Antique tea strainer. Hallmarked sterling. Makersmarks a W and C with an arrow threw it. Please see pictures. Not sure what that stands for. Handle is bent but overall the piece is solid. Five inches in length and about two inches across the strainer part. 14.8 grams in weight. Some tarnish and could use a cleaning.
