I believe the material is brass. The spittoon appears to have been repaired by soldering (see images). I have provided an image looking inside of the spittoon. Some metal plates have come loose within the spittoon and shift around when you invert the spittoon or put it on its side. These plates, likely added to provide some weight and stability, have rusted.
