Here\'s a Civil War Era Patriotic Free Frank Letter Cover Addressedand Signed by Wilson, bearing an all-over illustration of the “Senate Chamber,Commonwealth of Pennsylvania.” This piece of Postal History bears a double linePA circular date stamp postmark, “FREE” post office handstamp, and red wax sealon the verso. The cover is signed by Wilson while serving as Civil War PASenator and is addressed, in Wilson’s hand, to Doctor Charles Volney Elliott* (1824-1904), while Postmaster at Mansfield, TiogaCounty, Pa.

STEPHEN F. WILSON

Stephen Fowler Wilson (September 4,1821 – March 30, 1897) was a Republicanmember of the U.S. Houseof Representatives from Pennsylvania.

Stephen F. Wilson was born at Baptist Hill, Columbia Township, BradfordCounty, Pennsylvania. He received an academic education, studied law, wasadmitted to the bar and practiced. He held several local offices. He was amember of the PennsylvaniaState Senate from 1863 to 1865 and served in one session after hehad been elected a Representative to Congress. He was a delegate to the 1864 Republican National Convention.

Wilson was elected as a Republican to the Thirty-ninthand FortiethCongresses. He was appointed additional judge of the fourth judicial districtof Pennsylvania in 1871 to fill a vacancy. He was elected additional judge andserved ten years. He was appointed associate justice of the supreme court ofthe Territory of NewMexico by President Chester A. Arthur on October 16, 1884. Hewas president judge of the fourth judicial district of Pennsylvania from 1887to 1889. He resumed the practice of his profession in Wellsboro,Pennsylvania, where he died in 1897. Interment in WellsboroCemetery.
