McCall\'s reports to the U.S. Secretary of War showed a dismal state of affairs to prepare for statehood. In August of 1850 he was sent to New Mexico to inspect the military installations. Out numbered by the Indians the military was of little use. His mission was to prepare the people and build a military strong enough to establish settlement for statehood.
