From the estate of Cong. Robert G. Stephens, Jr. This pen has no known connection to any particular bill signing ceremony but was saved with many others which were connected. The yellow plastic inside the box is damaged with a piece missing. The box itself is in excellent condition. The pen is perhaps unique in that it has no Presidential seal. It is, of course, dried out and will not write.
