Up for sale is hand signed and numbered 860 of 950 limited edition lithograph \"The Commissioner\" by Russ Vickers. This art work depicts a frontier scene in which soldiers are riding through an indiansettlement under the watchful eye of the villagers.

Included is the certificate of authenticity from Vladimir Arts that verifies the plates / screens were destroyed

U.S. Shipping: All shipping methods are at the customer’s expense unless otherwise noted in the listing. While I do use the shipping calculator so that you will know what your shipping charge will be please keep in mind that this is based on what I have estimated the weight of the package to be. I pack as lightly and ship as economically as possible while still ensuring a safe delivery of your item(s).
International Shipping: I use ’s global shipping program and will ship to anywhere in the world upon request. Please note that all expenses associated with any purchase including shipping and customs are the buyer’s responsibility. Items will not be shipped until all expenses have been covered.
Combined Shipping: I charge by size, weight and destination. If you purchase more than one item for me I will pack all of them together (size permitting). Please use the shipping calculator or wait for an invoice. Payment must be made together. Please contact me with what you are offerding on before you offer to get an estimate of costs.
Special Shipping Notes: I usually ship the same day as payment is made Monday through Saturday except Holidays, however I am a career firefighter so if you pay on a day that I am working your item will ship the next day. I will send you a message once your item has been shipped. I do my absolute best to pack each item with the utmost care. I have had to learn the hard way that the various shipping services are not exactly gentle with items. I do my best to ensure that every customer is happy and if your item is damaged during shipping I will offer a full refund of your purchase price and shipping costs if and only if you agree to pay an additional $1.65 per $100 of purchase price for insurance. This is the actual cost to me of the insurance and I still will not recoup the cost of shipping. This is the only way I can keep from losing money for someone else’s carelessness. It will be up to the customer to take the item and receipt to the post office to file the claim as the broken item must be presented. If you choose not insure the item I will not refund any money for damage by the postal service unless there has been a gross negligence in packing on my part! My misrepresentation refund / return policy still stands. If you wish to add insurance please send me a message before paying indicating such and I will adjust your invoice.
Terms of Sale: All sales are final unless I have misrepresented an item. Please contact me immediately if there is a problem so that we can work it out. I want happy customers. Should you decide to return an item, I will reimburse you for the cost of the item as long as it is returned in the original condition. You are responsible for shipping costs.
