You are looking at a Swift & Anderson, Inc. Barometer, made in Boston, Mass. in the U.S.A.
It is made of a heavy solid brass in the shape of an anchor, and has the glass face.
It measures approx. 6\" x 4.5\"x 1.5\".
I do not know if it is working properly. The brass could use some polishing and has some minor scratches. There are screws on the back, so it can be taken apart for cleaning under the glass. The face of the barometer under the glass is pretty clean and all the wording is in great condition.
