You are looking at a VINTAGE SOLID BRASS 6.5\" CANDLE STICK HOLDER WITH A CANDLE WAX DRIP CUP BASE . It is not marked, but could be Baldwin...not sure. The base and top unscrew into 3 pieces. It is slightly pitted, but a good polish would help. Please look st all photos as they are a very important part of my description.
