Recently I purchased a group of items from the Estate of a woman who\'s deceased husband had served in the US Navy during WW2 and Korea. He was aboard the USS Shangri- LA, during Operation Crossroads in 1946, when the United States exploded a Nuclear Bomb at Bikini A-Toll in the pacific to study it\'s effects. After the war he went on the work at Douglas Aircraft in Southern California and was also involved with the boy scouts, an avid golfer and a photographer.
Domain of Neptunus Rex. The surname of the individual this was issued to, is the same as the maiden name of the sailor\'s first wife, so I assume it must be one of her relatives.
It is 21 inches in length and just under 17 inches in height and is dated November 30th, 1928.
It is signed by, then President Elect, Herbert Hoover.
I did a little research and discovered that, after being elected president, but before taking office, President Elect Hoover went on a mission of good will to the Central/South American Region. I have seen the same documents for sale with the identical date, so I believe this is very genuine.
As you can see, the signature was smudged, probably back when it was signed.
This has been stored rolled up in a tube and will ship the same way.
