The timer appears to function. Both front and back locks are locked without keys. Could be drilled out and replaced with new cylinder locks. A fun restoration or steam punk project. The stand pictured is NOT included. A standard 2\" pipe fits the meter\'s bottom. The three tabs that fold out and lock the meter onto a pipe ARE included. I\'m happy to combine shipping upon request. Perfect for a \"man cave\" or garage.
