This is the symbol of a past high priest of a Royal Archchapter. The Royal Arch is a club within the Freemasons. Just because it sayspriest does not mean it is religious symbol, it is a fraternity symbol.

Many Pueblo Indians, particularly the Hopi and Zuni, haveceremonies in which masked men, called kachinas, play an important role. Maskedmembers of the tribe dress up as kachinas for religious ceremonies that takeplace many times throughout the year. These ceremonies are social occasions forthe village, where friends and relatives are able to come from neighboringtowns to see the \"dance\" and partake in the feasts that are alwaysprepared. When a Hopi man places a mask upon his head and wears the appropriatecostume and body paint, he believes that he has lost his personal identity andhas received the spirit of the kachina he is supposed to represent. Besides themale kachinas are many female kachinas called kachin-manas, but women nevertake the part of male and female kachinas.
