You are looking at a vintage Mortimer Snerd ventriloquist dummy by Juro Novelty Company Inc. This dummy is in very good preowned condition. He will need cleaned up a bit, his white shirt collar has some discoloration and his bow tie will need a stitch or 2 to stay in place correctly. His string opens but does not close his mouth.
