Rare Antique Political Campaign Photo Button

This is a hard-to-find political button that appears to date from the 1890s. To my eye, this looks like President Grover Cleveland, but from his New York Governor days. Manufacturer Gowdy was known for its political buttons, so I am certain it is a politician, but not so certain that it is Cleveland. Button has brass-type finish on back and the rare, original Gowdy paper insert still in place. Measures 1-1/2 inches in diameter.
