This is a very rare, vintage Schwinn shop tool. Part # 74180. It is for leveling the brake levers, and centering the handlebar wrap. It was commonly used on the multi-speed road bikes, from the Varsity model, up to the Paramount. But can also be used on other brands and models.
Condition is excellent (maybe rarely used). Would make a great gift or display piece for the collector who has most everything else.
