This is a nice vintage Shields Fifth Avenue Japanese ceramic hillbilly ashtray and I think the sack may be for holding a pipe. In pretty nice shape as the pics show with no nicks or chips but it does have some losses to the paint throughout like that shown in the last few pics and it comes exactly as shown.
