This is a merit badge pamhplet (MBP) from the Boy Scouts of America. Merit badges are subject-related areas that Boy Scouts can learn about & the pass requirements off to earn a patch. Each merit badge has a corresponding MBP. Scholarship is a less frequently earned elective (not required for Eagle) merit badge, though there have been a number of people who have earned it since it has been around since 1911, when merit badges were first released. The requirements for the badge encourage high grades in school & careers in education. The 1970 version has a full photo cover. Earlier & later versions & printings exist.
