Hello. no this is not a dumb bell,it is a Naval Bar shot that was fired from a ships cannon.
You can tell by the crudeness of the piece & by the location that it came from. I purchased this around 10 years ago
close to Lake George. These were fired against ships to bust up there rigging ,they would also do a heck
of a job against the sailors. You can find these in the book Collectors Illustrated Enc. of The American Revolution By George C. Neumann.
Most of these are lying in the bottom of the lakes Look on page 12& you will find several.
