It was probably produced for one of his last two elections as it shows the Presidential Seal on the reverse.
 
He is still the only President to have served two, non-consecutive, terms.
 
Grover Cleveland became the 22nd President on March 4, 1885 and served until March 4, 1889. He was defeated in the election of 1888 by Benjamin Harrison. He ran again, and won, in 1892. He became the 24th President on March 4, 1893.

The Medal: A quite presentable example, it has seen some light handling over the years, shows slight wear and has some marks and stains. It is fully original and has not been cleaned. This could well be a rare piece, I have never seen another and a couple of internet image searches did not turn up another like it. As grading is subjective please see the pictures and judge for yourself.
