I am sure the capital letters mean something but don\'t know what. This anti Hoover pin shows very little wear with averageindentations and scratches to the celluloid. Franklin Delano Roosevelt. There was some sticky stuff on back when I took pictures, I was able to remove with no adverse effects. See pictures.
