I have argued that of the inward vessels a majority of the cargo are articles of luxury not necessity and that the great benefit of Wilmington to the Rebs is the Cotton that comes out not the articles that go in—\" A small newspaper clipping bearing  his obituary is affixed to the top left of the recto, and a printed image of Fox is glued to the lower left on the verso.
 
Fox served as Assistant Secretary of the Navy throughout the American Civil War, from 1861 to 1866. Fox was a midshipman in the squadron of Commodore Matthew Perry during the Mexican-American War, taking part in the capture of Tabasco, Mexico. After the war, he became a wool manufacturer. Fox volunteered for naval service at the outbreak of the Civil War and was appointed by Lincoln to relieve Fort Sumter aboard the steamer Baltic. While he could not prevent the fort\'s surrender, he did manage to evacuate the garrison. Lincoln then appointed Fox Assistant Secretary of the Navy, a post he held until the close of the war. In 1866, he served a special envoy to Russia to congratulate to Tsar Alexander II on escaping assassination on behalf of President Johnson. He was the first to suggest, in 1882, that Samana Cay in the Bahamas was San Salvador, the landing site of Christopher Columbus in the Americas. His theory was confirmed by the National Geographic Society in 1986.
