My guess it is the same Picco as Pico, the famous Spanish/American General.
His eyes seem to be closed and maybe this drawing was done during or after his death.
Quality of carvings of the frame absolutely amazing.
Great detail, color and elegance.
Everything is in good condition except 2 small scroll restorations.
This is a very rare and unique work of Art, it is beautiful and collectable.
