Antique English Pewter Unusual Concave Form Inkwell w/ ceramic pot Victorian

Unusual item - possibly some variation on an inkwell, possibly a glue pot, or possibly something else? Pewter stopper has brass threaded insert with corresponding fitting in base. Clean operation closing and opening. Interior bottom has some shiny clear residue but also some bluish coloration suggesting ink. Pewter shaft on stopper is hollow to center, possibly it once held some bristles and thus functioned as a brush? Beading decoration to edge of stopper base.In very good antique used condition. Lid/stopper tightens and loosens in proper working order. Warm gray patina.Please see the photos.

Standing 2.2 inches tall to top of stopper, with a 2.6 inch base diameter and weighing 6.6 oz.
