This is typical folk overdress from Kustendil, Bulgaria

Furthermore horizontally arranged strips in silver, special aesthetic value has filigree of tinsel in golden color in the middle of the sleeve and shoulder - in the richest costumes two parts touch, leaving between them only a thin strip of black fabric.
