A fine early vintageand genuine Civil War letter from Baton Rouge, La, Provost Marshall Office, Nov. 17, 1863., nearly 3p in ink, well written..

Letter from Colonel Don Albert Pardee, [ enlisted as a Major and rose in the ranks to Brig. General by March, 1865. ]. He served with the 42nd OhioVols. He led his unit in the charges on the Vicksburg defenses. The regiment bears upon its banners the names of 11 battles. ],

He is writing to Capt. Fordham, the Post Adj. In this letter the Colonel details how certain men are taking advantage of the free Negroes in the area., they are being blackmailed..he found out through a free colored man named Louis Francois., the blackmail is making the Blacks pay an amount of money to be free from conscription. All the officers engaged in concripting the Negroes were given better treatment in exchange for not being conscripted...special dinners were being prepared that consisted of Oysters and Champagne and money was also taken from the Negroes.

Certificates would be made out stating they were unfit for duty to perform as soldiers. He says he has not been able to get all the names involved since the local Negroes are afraid of their safety. He has also learned that the officers on the other side of the river [ Mississippi] is also involved in the same type of blackmail, but he can find no witnesses to come forward. Much more to the letter.

No defects, no odors. Note: We will send our research on the men he names and the officer writing this letter. One was a Surgeon with the 31st Mass. Vols., Another a Lt. with the 76th Ill. Vols. 12 pages of research listing the men and their battle record. Nice lot.
