In this letter the Colonel details how certain men are taking advantage of the free Negroes in the area., they are being blackmailed..he found out through a free colored man named Louis Francois., the blackmail is making the Blacks pay an amount of money to be free from conscription. All the officers engaged in concripting the Negroes were given better treatment in exchange for not being conscripted...special dinners were being prepared that consisted of Oysters and Champagne and money was also taken from the Negroes.
Certificates would be made out stating they were unfit for duty to perform as soldiers. He says he has not been able to get all the names involved since the local Negroes are afraid of their safety. He has also learned that the officers on the other side of the river [ Mississippi] is also involved in the same type of blackmail, but he can find no witnesses to come forward. Much more to the letter.
