TO PRAISE the German imperial army—bound by the Constitutionof the German Empire (1871) to obey unconditionally the orders of the Kaiser—wouldbe a work of supererogation. Its present organization, authorizedby military laws enacted between the years 1871 and 1899, is so perfectthat it is looked upon as an example of great practical efficiency, andis even taken as a model to be imitated by other nations. The proofof its high efficiency does not lie solely in its great achievements inthe field—magnificent as the world admits these to have been—but in thesplendid spirit by which it is animated and in the rigid discipline whichdirects and controls it, in addition to the improving and perfecting \'processesto which it is constantly and intelligently subjected. The present peacestrength, of all ranks, approximates 590,000 men; while it is estimatedthat on a war-footing the effective strength would not fall short of 3,000,000trained men. Such an array of fighting men, with its simple but well-plannedmethods of recruiting, mobilization, and efficiency on taking the field,may well be Germany\'s pride, as well as the dread model for other nations.To rival it, as far as numbers go, is possible only to one other ContinentalPower---that of Russia. But in practical efficiency in taking thefield, as a body of expert and disciplined soldiery, splendidly organizedand scientifically equipped for purposes of offense and defense, and commandedby the most experienced and highly-trained military leaders, the imperialarmy of Germany may be said emphatically to be unapproached and withouta parallel.
