This 1 1/2 page letter was written while Gideon Welles served as Comptroller of the State in 1835 and addresses an issue related to \"insolvent debtors.\" Welles kindly advises his correspondent that neither the Comptroller nor the Treasurer is able to help him with his problem. Welles\' signature is on the verso of the first page, and the very last page bears the words, \"copy of letter to Jonathan A. Welch, Brooklyn.\" (though the letter and signature are in Welles\' hand). On a sheet of paper measuring roughly 10\" x 16\" that has been folded in half.
Gideon Welles (1802-1878) held several positions in Connecticut prior to his significant appointment as Secretary of the Navy in Abraham Lincoln\'s administration. Welles helped expand the Navy and played an instrumental role in establishing its Medal of Honor.
