This is an M.J. Hummel figurine in style number 71, entitled Stormy Weather. The mark on the bottom is associated with edition TMK 1, or the Double Crown Mark, issued between 1934 - 1949. The original design was created by Reinhold Unger in 1937, and the pattern was also known as Under One Roof.
The figurine measures just approximately 6 1/4 inches in height, with an approximate 3 1/4 inch by 2 3/4 inch rectangular base. The M.J. Hummel insignia is imprinted on the side edge of the base. There is no noticeable grazing.
The figurine is in excellent condition, with no chips, cracks, or defects in manufacture.
