Primarily these pieces were made for export to India as ritual items and ornaments.
Sybille Jargstorf describes these bangles in the book - Heritage of Bohemia on page 126.

The Czech bangle industry started in 1850 with highly sophisticated ornate bangles. Lampworked bangles, made from patterned canes were first created around 1908. The procedure of making those wound bangles was considerably simplified after World war 1: the reheated cane was wound in a 4mm thread around a metal core, the spiral was cut lengthwise and the open ends were later joined together by cottage workers. The early 20th century was the peak of bangle production but outbreak of WW2 ended the production of bangles permanently
