This is a Royal Doulton decorative plate which is from the English Old CountrySide Scenes series. The scene depicted is somewhat bizarre-- it appears to be people in a potato sack race with others cheering them on in the background. There are a few mild imperfections, but this appears to be rather old, although I cannot accurately date it. For its condition, see pictures.
