This looks like 16\"diameter Benjamin fixture as the half label is a Benjamin light fixture label.The wiring
I am not good at cleaning porcelain, so I will leave that to buyer,there are specks of white paint that will come off with my fingernail none is so well stuck ,that they cannot be removed with a bit of elbow grease,and another cleaner will take the thin film of grime off this porcelain.I have heard of many ways to clean vintage porcelain signs,without scratching the porcelain.#1 Nail Polish remover for the paint specks & car polish wax or ammonia and baking soda.but alas,I will leave that up to buyer. There are two very small nicks on the underside to the white inside porcelain. No nicks to the outside green.The piece has a green flat flange that fits up against the ceiling where mounted.The hight of this fixture is approx. 10.25 inches from bottom to top where fixture meets the ceiling .It could be converted into a hanging lamp as well.I guarantee this item to be as described.Thank You John
