In independent Poland, after the First World War, Hebrew schools began to emerge independently and dispersed in local initiatives. With the establishment and organization of the Zionist movement and the concentration of its activities, Hebrew schools began to concentrate under the name \"The Hebrew Movement\". At the Third Polish Zionist Congress, held in 1917, they decided to establish a \"Central Board for the Polish People\'s Schools\" and at the fourth conference, in 1919, created an even broader body called the \"Bureau of Education and Culture of the Zionist Organization in Poland\". In 1921, the teachers formed themselves, following their criticism of the education organization of the World Zionist Organization, and established a \"temporary central office\" which in 1922 became a \"culture\". That same year, the first convention of \"Tarbut\" was also held, and these conferences continued intermittently until 1936. At its height, the Association in Poland numbered more than 45,000 students. The teachers were trained at the association\'s seminars in the cities of Grodno, Vilna, Lvov and Warsaw.
